"Reference is made herewith to Projeot Planning Report No.
34-8-2, dated I1aroh 1946, The Colorado River, by United States
Department of the Interior, under supervision of the Bureau of
Reolamation, a oomprehensive report on the development of the
water resouroell of the Colorado River Basin for. Irrigation, Po....,r
Produotion, and other Benefioial Uses.

"1he South,.estern Water Conservation Distriot, in regular
meeting assembled this 22nd day of Ootober, 1946, is hereby
presenting their oomments, on "the above mentioned report, and
respeotfully request and insist that they be inoluded in the
fin~l oomments of the State of Colorado, and appended to the above
mentioned report.

"This comment deals entlrely with a number of small projeots
needed in Arohuleta County, Colorado, in order to properly serve that
oommunity. We feel that the projeots as listed below have not been
properly studied by the Bureau of Reolamation, sinoe they are small
projeots. We feel that it has been the polioy of the Bureau to
devote the greater part of their time to larger projeots with minor
effort placed on these essential smaller projeots. The people of
Arohuleta County have a great need for supplemental water that oan
be met by the development of these small projeots; The development
of the eastern section of our great San Juan Basin, Arohuleta County
in partioular, espeoially with irrigated pasture lands would tend to
greatly inorease the FOOD produotion for the people of the United
States; as well as the rest of the WORLD, We refer now to the Report
of Prooeedings of Meeting Relating to Projects of the United States;
Bureau of Reolamation in the San Juan Basin, Colorado and New Mexico,
hel~ in Durango, Colorado, July 3rd, 1945. A oopy of this report is
in your files, We find that due to errors, in transoribing this;
report you will note that the figures; quoted' herein do not always:
agree with those in the report. However, the figurelJ quoted herewith
are 'taken from the original report and are correct.

"Follow1ng are a list of the proposed projeots:-

"Mill Creek:

"This proposed projeot will supply supplemental water to lands
now'under irrigation that can never. be supplied from any other projeot.
Development of the projeot would require a storage reservoir and
approximately 10 milea of diversion and distribution oanals. In most
instanoes the existing oanals would only require enlarging. A minimum
of 1,500 aores of farming and pesture lands would be servioed by this

projeot.
