Action: A motion was made by David Meyring that the Board approve the staff
recommendation to lower the interest rate for the Lone Cabin Ditch and
Reservoir Company to 3 percent. The motion was seconded by David Smith
and approved unanimously (9-0).

8. Black Canyon of the Gunnison/National Park Complex

Action:A motion was made by Janice Sheftel that the Board accept the staff
recommendation, and that if there is a wilderness designation proposal the
Board would have to look at it before it took a position one way or the other.
The motion was seconded by Patricia Wells and approved unanimously (9-

to ratify the statement of opposition. The motion was seconded by Alan

Action: David Harrison recused himself from any Lower Ralston Creek actions. Regarding
Division 1, a motion was made by Patricia Wells to advance the
recommendations made in the Preliminary Notice to a Final Notice Status,
with an amendment that if there are issues raised, it won't be brought directly
to the Board in September, but that some resolution will be sought before
final action will be brought to the Board. The amended motion was seconded
by David Smith and approved unanimously (8-0). Regarding Division 4, a
motion was made by Eric Kuhn to advance the recommendations made in the
Preliminary Notice to a Final Notice Status, again with the amendment that if
there are issues raised, it won't be brought directly to the Board in September,
but that some resolution will be sought before final action will be brought to
