4.3 Project Approach:

4.3.1 Alta Ventures proposes to work jointly with the DNR and key stakeholders in
a structured process to develop and ~)Uild consensus to implement hundreds of
highly specific ideas that each increase the efficiency ofthe Department. We
will divide the project and work wi~h DNR leadership in the following phases:

Phase I. Refine Project Plan, Project Setup

A. Clarify Project Objectives
. Clarify vision of success .
. Clarify project purpose, goals, boundaries, and guidelines
. Develop a plan to align the lead~rship team
. Clarify roles and expectations. :

B. RefinePtoject Plan
. Draft a caSe for change .
. Build agreement on the purpose and goals of the initiative
. Tailor the process, phases, outcomes, boundaries,. guidelines, and decision
making process to the DNR .

. Develop a plan to increase co.tinent and capability ofleaders

C. Organize Project Team
. Divide the Department into functional 'groups'
