<br />" <br /> <br />Subcontracts <br />I) The budgets for contracted services are placed in the foundation as separate <br />budget items. The scope of services in the contract with the foundation will . <br />expressly state that the foundation can not obligate or spend funds from these <br />budgets without prior approval of the GC. <br />2) When a subordinate committee chair feels a contractor is needed for a specific <br />purpose, that chair will contact the ED. Together, the chair and ED will <br />prepare a detailed proposal justifying the need for the contractor and a detailed <br />line item estimate for the subcontract and other costs associated with the task <br />addressed by the subcontract. The proposal for the subcontract will be <br />submitted to the FC for review and approval. Upon receiving a <br />recommendation from the FC, the GC will approve/disapprove the need for <br />the task and the need for a subcontract. <br />3) For approved tasks requiring a subcontract the GC will establish a process for <br />selection of the contractor and for determining the subcontract price. The ED <br />will implement the procedure for contractor selection. <br />4) The ED and tli.e requesting subordinate committee chair in coordination with <br />the foundation will prepare subcontracts for services. The subcontract with the <br />selected firm or individual will specify the purpose, tasks, deliverables, <br />payment schedules, and Subcolltract amount. The subcontract will be offered <br />to the FC for review and approval. The subordinate committee chair seeking <br />the contract services will present approved subcontracts to the GC for [mal <br />approval. Approval of the subcontract by the GC will be its commitment to <br />pay for the work performed under the subcontract <br />5) Approved subcontracts will be forwarded to the foundation with an . <br />authorization for the foundatioll to enter into a contractual agreement with the <br />firm or individual and to pay approved invoices as provided for in the <br />agreement with the foundation and the subcontract. <br />6) The foundation will provide a copy of the executed subcontract to the ED and <br />GC. <br />7) The ED with input from the subordinate committee chair will provide <br />technical direction for subcontracts for contracted services. <br /> <br />Funding Agreements <br /> <br />I) A funding agreement is a spending commitment by the GC to reimburse <br />committee chairs or their designates for out-of-pocket expenditures resulting <br />from services provided to the GC under the CA. <br />2) Funding agreements are placed in the foundation as a separate item guiding <br />foundation administration of monetary resources on behalf of the GC. <br />Funding agreements will expressly state that the foundation can not obligate <br />or spend funds described in these agreements without prior approval of the <br />GC. <br />3) When a subordinate committee chair feels a funding agreement is needed for a <br />specific task or purpose, that chair will contact the ED.
