<br />Although technically feasible, there is no market for the <br /> <br /> <br />project's yield at this time due to the lack of a viable oil <br /> <br /> <br />shale industry. Also, because the project is relatively far <br /> <br /> <br />downstream, it may not be the best possible location for new <br /> <br /> <br />storage capacity on the Colorado River. Reservoirs at higher <br /> <br /> <br />elevations would permit more flexible river operations, including <br /> <br /> <br />out-of-priority exchanges and compensatory storage for west slope <br /> <br /> <br />interests. <br /> <br />Given these circumstances, the Beard recommends that no <br /> <br /> <br />further monies be appropriated for the design and construction of <br /> <br /> <br />the Una Reservoir project at this time. If the project looks <br /> <br /> <br />viable at a later date, it can be reactivated. <br /> <br />The Board would, however, like to draw the General <br />Assembly's attention to the problem of preserving reservoir sites <br />for potential future use. Development in Parachute already has <br />encroached upon the reservoir pool and would require either <br />protective diking and/or relocation of structures. As further <br />development occurs such measures will become prohihitively <br />expensive, thereby permanently foreclosing the possibility of the <br />pro-;ect. <br /> <br />If Colorado is to maintain the oPtion to develop the best <br />oossible water projects, then consideration should be given to <br />instituting a land acquisition program. This would permit the <br />Board, upon legislative authorization, to selectively purchase, <br /> <br />-2- <br />
