<br />VV"'w <br /> <br />I <br /> <br />to accomplish our mission. we know there are <br />other requirements which are non-meteorological <br />in nature. In carrying out our engineering <br />research programs. we have a responsibili~y_to <br />the public in relation to the social impact <br />of our work. Like many things. water in its <br />many forms is required in certain amounts and <br />is desirable in somewhat larger quantities. <br />It can be disastrous in excessively great <br />volumes. Obviously, operational techniques <br />for weather modification cannot be employed <br />indiscriminately. with only one viewpoint in <br />mind. Modification of the weather has the <br />broadest of implications. the impact of which <br />will be felt in all areas of endeavor. However. <br />there is no question that the underlying purpose <br />is directed toward progress which is for the <br />benefit of all. As with all progress. while <br />the majority will enjoy the benefits. some will <br />be affected adversely. The legal aspects also <br />become an important consideration. I need not <br />point out the difficulties involved in fairly <br />adjudicating a claim proposed by an individual <br />who honestly feels he has been injured by cloud <br />seeding activities with only our present <br />knowledge at hand. Much work must necessarily <br />be accomplished before our level of understand- <br />ing reaches the point where the facts can <br />clearly be separated from conjecture. <br /> <br />I <br /> <br />Assessment of the economic benefits which <br />will accrue from supplemental precipitation and <br />the resultant runoff in the upper drainage <br />basins from which our reservoirs are fed quickly <br />provides one with an optimistic view. It has <br />been estimated that one inch of additional <br />precipitation. and the resultant runoff. in <br />the Colorado Basin above Glen Canyon would pro- <br />duce $2.5 million in electrical power generated <br />by the turbines of federal powerplants at <br />Flaming Gorge Canyon. Glen Canyon. Boulder Can- <br />yon. Parker. and Davis. In addition. the same <br />water which is subsequently used for irrigation <br />would produce a gross crop income of over $24 <br />million. Consideration of industrial or domes- <br />tic use would increase the value even more. And- <br />
