bU~~

the Interior in the Bureau of Reclamation's
Office of Atmospheric Water Resources.

This work is part of our country's overall
growth and progress. The program is thoroughly
coordinated with meteorological activities I
throughout the nation. At the present time we
are working with sixteen colleges and universi-
ties, six private firms, two states, and six
federal agencies. Close contact is maintained
with each participating group to provide the
direction and stimulation for the total program.

I want to emphasize that our work is in
the area of applied research ~ not basic
research. There is quite a difference. Our
mission is not research in the atmosphere in
pursuit of knowledge for the sake of knowledge
but, instead, is operational in nature; the
production of a reaction to an action which
will give us what we want - more water in our
reservoirs. Basic research is important, and
We are supported by other agencies, such as
the National Science Foundation, which are work-
ing in that direction. We, however, must carry
out our obligation and will do so with an
aggressive program of carefully designed,
coordinated, professional staffed field exper-
imentation, meanwhile drawing upon the products
of basic research to assist us.

The diverse geographical lOcations of the
areas of interest involved have demanded a
corresponding diversity of research effort, each
scientifically tailored to the specific condi-
tions which exist. Care has been taken to
select experimental sites which provide the
best opportunity for learning. Those locations
which offered the greatest potential have been I
chosen for development only after a thorough
study. After a site is selected, a well-thought-
out plan of investigation is formulated and
becomes the basis for the work.

In addition to the factors which affect
our basic interest in operational techniques
