All in favor of the <br />motion will indicate by saying 'aye'; all <br />opposed 'no' - the minutes are unanimously <br />approved. <br /> <br />I <br /> <br />The second agenda item this morning has <br />to do with the program being carried on by <br />the Bureau of Reclamation concerning weather <br />modification. As you know, a few years ago <br />the federal government moved into this field. <br />I think very fortunately and wisely so, because <br />it does appear that there are great possibili- <br />ties for increasing the precipitation in at <br />least the high mountain country. Even a small <br />increase in precipitation would vastl~ increase <br />the runoff in the rivers which originate along <br />the Continental Divide. <br /> <br />We have, as a program this morning, the <br />subject of Weather Modification. Mr. Douglas <br />from the Bureau of Reclamation will make the <br />presentation." <br /> <br />"Thank you very much. <br /> <br />I feel privileged to be present this morn- <br />ing to give you folks an overall view of what <br />our program is, what we are trying to do, and <br />why. I am sure the why is pretty well known. <br />At any rate, in 1961 the 87th Congress provided <br />us with a modest appropriation and issued the <br />charge to conduct research on increasing pre- <br />cipitation through cloud seeding. This action I <br />resulted in the formation of the Atmospheric <br />Water Resources Program of Engineering Research <br />carried out by universities, private meteoro- <br />logical groups, and other governmental agencies <br />under the sponsorship and direction of the <br />Bureau of Reclamation. <br />
