We haven't <br />lacked complete communication but to improve <br />this, I am proposing, and have discussed this <br />also with Mr. Eckles and others, a state advisory <br />committee composed of representatives from each <br />of the agencies who can meet with me and who <br />can feed through to me the problems. But the <br />state agencies are still going to have to <br />identify those problems and again, that identi- <br />fication of the research problems needs to come <br />off two or three years ahead of the time when <br />the action is needed. <br /> <br />Well, thank you very much again for this <br />time. Now we will go to the reports from mem- <br />bers of the faculty whom I have selected to give <br />you more or less a cross-section of the program <br />of research going on under this Natural Resources <br />Center funding. You have an agenda, I don't <br />happen to have one in front of me but the first <br />speaker will be Dr. Duane Hill of the political <br />Science Department and the title is the general <br />subject of 'Local Water Resource Organizational <br />Characteristics'.
