EVANS: <br /> <br />"The third one down the list was related to <br />surface water quality. It dealt with tempera- <br />ture as a quality, water temperature is a quality <br />project for surface water." <br /> <br />MR. ,GOODWIN: <br /> <br />"Thank you." <br /> <br />DR. EVANS: <br /> <br />"Those projects 'that I' have just touched <br />on constitute our present program but future <br />programs should and can reflect the state <br />interests because the sums are allocated to <br />the Center and then we allocate them to the <br />projects. With joint communication and con- <br />sultation with your Board and staff and the <br />staffs and boards of other water agencies, <br />we should be able to direct these allotment <br />projects quite heavily along the lines the <br />state needs because we have a reasonable amount <br />of freedom. It isn't complete freedom because <br />any project we do carryon has to ultimately <br />be approved by the federal office. We do have <br />the abilities to form them, originate them, <br />project what they ought to be and my picture <br />is that we can, and will, and should get our- <br />selves together on that program so that it can <br />serve the maximum value to Colorado. We can <br />do that quite effectively. <br /> <br />Here's the other program that is funded <br />through the federal source. It's called the <br />matching program and here are the list of proj- <br />ects which are now going on: <br /> <br />Low Gradient Irrigation, a study of the <br />efficiency of water application by surface <br />methods; Small Watershed Floods, a hydrology <br />study and you'll see this this afternoon; <br />one I have abbreviated with the words 'Policy <br />Making Options', this is a political science <br />project and you'll hear from the representative <br />of Political Science later this morning; <br />
