Generally speaking, this is a short- <br />grass country and the landowners up there - <br />this is too broad a statement - they don't care <br />what form the moisture falls on the ground, <br />just so long as they get the moisture. They <br />felt that the hail suppression program up there <br />was decreasing the annual rainfall. They <br />didn't want anything going on up there. <br /> <br />I have been feeling like this gentleman <br />said, that the target areas where we are <br />shooting for a larger snowpack. are generally <br />abandoned in the winter time. We do not have <br />a conflict with the people because these areas <br />are evacuated due to the normal temperature and <br />snowfall. I think it is supportable to say <br />that we are not stealing anyone's water. On the <br />other hand, if we get an abnormal snowpack and <br />it creates floods and heavy runoffs in the spring, <br />I don't know what the answer to that one would <br />be..
