OU.jU

MR. BERTHELSON:

MR. SPARKS:

MR. BERTHELSON:

MR. ECKLES:

clouds you are going to learn something that
might be useful in a hail suppression program.
In the same manner, NSF is supporting the hail
suppression program and they learn things that
are useful to us. We are in close contact with
these people on this. If I can use the term,
'fallout' from each of the programs is com-
pletely useful and exchanged quite readily."

I

"Larry, I'd like to make a comment."

"Mr. Berthelson."

"If and when we do get into several opera-
tions that might be widespread, where do we
stand legal-wise, law-wise, as to who will be
responsible and take responsibility and decide
where and when this moisture will be produced?
Dick, are we faced with a problem there state-
wide and perhaps even nation-wide before we get
into widespread operations? I foresee a
problem. "

"What little I know about it, the only
problem that has arisen so far are some of
the complaints that came out of northeastern
Colorado. Generally speaking, this is a short-
grass country and the landowners up there -
this is too broad a statement - they don't care
what form the moisture falls on the ground,
just so long as they get the moisture. They
felt that the hail suppression program up there
was decreasing the annual rainfall. They
didn't want anything going on up there.

I have been feeling like this gentleman
said, that the target areas where we are
shooting for a larger snowpack. are generally
abandoned in the winter time. We do not have
a conflict with the people because these areas
are evacuated due to the normal temperature and
snowfall. I think it is supportable to say
that we are not stealing anyone's water. On the
other hand, if we get an abnormal snowpack and
it creates floods and heavy runoffs in the spring,
I don't know what the answer to that one would
be..
