" <br /> <br />"A year age we did a reconnaissance study <br />of the Upper Colorado River Basin. We have with <br />C.S.U. right now a program for designing an <br />operational program. We are certainly antici- <br />pating that something will happen in the Upper <br />Colorado Basin. When that does, we want to be <br />ready. But it's a surprisingly complicated <br />affair to design and operate something that is <br />as rough and complicated as the Upper Basin. It <br />is interesting that our reconnaissance study <br />showed that 75 percent of the runoff comes from <br />13 percent of the geographical area. So there <br />is no point in messing with the rest of it - the <br />13 percent is where you work and that 13 percent <br />is all above 9500 feet and there aren't many <br />people there so we don't anticipate people <br />problems. At least we have one advantage in <br />the west where we get the most benefit from the <br />operation, there are few people living above <br />elevation 9500 and consequently we aren't caus- <br />ing any real people problems.
