8a. Water Project Construction Loan Program - Emergency Infrastructure Repair
Account - Consolidated Extension Canal Co.

Action: A motion was made by David Harrison that the Board accept the staff
recommendation that an emergency loan in the amount of $300,000 be
approved for the Extension Canal Company to rehabilitate the Company's
siphon under the Purgatoire River, with financing terms at a rate of 3.75% for
a 30 year loan, omitting item number 1 of the staff recommendations, and
with the addition of a general clause requiring assurance that Public Service
Company will pass through to its lessees the basic benefit of this loan in
paying off the siphon. The motion was seconded by Alan Hamel and
approved unanimously (10-0).

8b. Water Project Construction Loan Program - Emergency Infrastructure Repair
Account - Mancos Water Conservancy District

Action: Janice Sheftel recused herself from this item. A motion was made by Patricia
Wells that the Board accept the staff recommendation that an emergency loan
in the amount of $62,500 be approved for the Mancos Water Conservancy
District to rehabilitate a portion of the inlet canal to the Jackson Gulch
Reservoir, with financing terms at a rate of 3.5% for a 20 year loan, but
omitting item number 1 of the staff recommendations. The motion was
seconded by David Smith and approved unanimously (9-0).

8c. Water Project Construction Loan Program - Emergency Infrastructure Repair
Account - Replenishment of the Account

Action: A motion was made by Janice Sheftel that the Board accept the staff
recommendation that the Board recommend to the General Assembly that the
balance in the Emergency Infrastructure Repair Account in the CWCB
Construction Fund be restored to the initial $2 million appropriation. The
motion was seconded by Alan Hamel and approved unanimously (10-0).
