<br />DISCUSSION <br /> <br />.- <br />" <br /> <br />This project is similar to other "multi-objective studies" currently underway by <br />the Floodplain Management Section of the CWCB. Those include projects on the <br />Roaring Fork River, the Arkansas River and the South Platte River. These projects have <br />historically been funded by 5% of the Construction Fund allocated to Flood Control and <br />Floodplain Management projects. <br /> <br />By Statute, the Construction Fund (other than the 5% Flood Control allocation) is <br />to be used for projects that increase the beneficial consumptive use of Colorado's <br />compact entitled waters and projects that repair and rehabilitate existing water storage <br />and delivery systems. <br /> <br />While the application for this project identifies the project goals, it has not fully <br />addressed the project benefits relative to the purposes of the Construction Fund. The <br />need for the project is discussed however it does not identify specific documented <br />problems associated with delivery of compact waters, storage facilities or irrigation <br />delivery systems. <br /> <br />Since there does not appear to be a critical project time constraint, and the 1999 <br />5% Flood Control allocation has already been appropriated, the applicants should use <br />some of their proposed project matching funds to prepare an application which more <br />specifically describes the project's goals and benefits. The applicants could then apply <br />for part of the year 2000 Flood Control allocation of the Construction Fund, Severance <br />Tax funds, or Construction Fund monies if the project benefits could be specifically <br />linked with water storage facilities, irrigation delivery systems, or the Rio Grande River <br />Compact. <br /> <br />-- <br /> <br />The application should also address project coordination with the Rio Grande <br />Decision Support System, institutional considerations (i.e., who will manage the project <br />funds, maintain the database, contract with the CWCB), and future construction <br />schedules and financial plans. <br /> <br />The Board staff is available to assist the project sponsor with their preparation of <br />a more detailed application including selection of a consultant to develop a plan of study <br />and detailed cost estimates. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends the Board encourage the applicants to prepare a more detailed <br />application for consideration in FY 2000-2001 that more specifically describes the <br />project's goals, benefits, costs, schedules, and financial considerations as they pertain to <br />the Rio Grande River Compact, water storage facilities, or irrigation delivery systems. <br /> <br />. <br /> <br />2 <br />
