The funds are <br />requested by CSL VW for financial assistance to prepare a river restoration plan. <br /> <br />BACKGROUND <br /> <br />In the staffs November 16, 1998 memorandum to the Board, the Immediate and <br />Long-Term issues were presented. These issues were discussed at a number of public <br />meetings that were conducted in the summer of 1998 by the San Luis Water Conservancy <br />District (District) regarding project development. <br /> <br />At the November 1998 Board meeting, these issues and a number of new issues <br />were brought up by the Board regarding project benefits, coordination, compact <br />considerations and matching funds. Several of these issues require additional supporting <br />information. In response to this request, staff attended an informational meeting with the <br />. interested parties on December 18, 1998 in Alamosa, Colorado. <br /> <br />: <br />
