Rio Grande Headwaters Restoration Project Application

INTRODUCTION

At the Board's November 24, 1998 meeting, the Citizens for San Luis Valley
Water (CSL VW) presented the Rio Grande Headwater Restoration Project (project)
Construction Fund application to the Colorado Water Conservation Board. The funds are
requested by CSL VW for financial assistance to prepare a river restoration plan.

BACKGROUND

In the staffs November 16, 1998 memorandum to the Board, the Immediate and
Long-Term issues were presented. These issues were discussed at a number of public
meetings that were conducted in the summer of 1998 by the San Luis Water Conservancy
District (District) regarding project development.

At the November 1998 Board meeting, these issues and a number of new issues
were brought up by the Board regarding project benefits, coordination, compact
considerations and matching funds. Several of these issues require additional supporting
information. In response to this request, staff attended an informational meeting with the
. interested parties on December 18, 1998 in Alamosa, Colorado.
