This gives <br />preference to uses within the basin. As I re- <br />call, it provides for recall of water that has <br />gone out to the basin after a period of years <br />if it is found that the water is needed in the <br />basin. <br /> <br />May I read just one section?" <br /> <br />UYes.1I <br /> <br />"Section 6 (5) 'Any and all applications <br />for the exportation of water from one river <br />basin to another river basin shall be approved <br />only on the express condition that the future <br />appropriators and users of water in the basin <br />where the water originates are to have the <br />preference right to reclaim said water for use <br />in the basin of origin for any beneficial pur- <br />pose (except the generation of power) at any <br />time within fifty years after the adoption of <br />this amendment'. This would permit recall to <br />the basin of origin if beneficial uses developed <br />in the basin for the water that had been ex- <br />ported. <br /> <br />The big difference between this bill and <br />the other one is that this bill must be sub- <br />mitted to the people in an election and, of <br />course, that would be two years from now. This <br />could be studied more thoroughly and action taken <br />prior to the election. It doesn't become law <br />after enactment by the two Houses. It simply <br />submits it as a constitutional amendment. <br />
