'Concerning Amendments to the Costilla Creek
Compact'. These are administrative amendments.
They do not relate to substance in the compact
as we understand it, and simply bring the com-
pact into line with the negotiations with the
State of New Mexico. Is that right, Jim?"

"That's right and I might add that the State
of New Mexico, as I understand, passed the bill
last Friday."

"Oh, I hadn't received that word."

"I might say further, Mr. Chairman, that this
bill has passed both Houses, was signed by the
Senate yesterday and transmitted to the Governor
for his signature and he in turn will transmit
this to the President of the United States for
transmi ttal to the Congress."

"Senate Bill No. 87 by Senator Lamm, 'Assess-
ments under Irrigation District Law 1905-1921',
simply relates to the methods of assessments in
these irrigation districts. This was presented
more as a matter of information. I don't know
that there is anything particularly pertinent
to the Water Board's activities in this bill."

"This is by Senator Oliver (it has been
printed according to the last word we had),
'Making an Appropriation to the Colorado Agri-
culture Experiment Station'. This is a bill in
which, I think, there is a good deal of misunder-
standing. It appropriates money to Colorado
Agricultural Experiment Station at C.S.U. for
investigations into ground water quality prob-
lems. The information we have is that this will
relate to the problem of incrustation of wells
and, further will relate to the effects of ground
water quality primarily on farm animals.

I think there was some misunderstanding as
