ment and, further, as a matter of information.
I have taken no particular stand on this thing
myself. In the past it had some sort of penalty
clause in this bill - it was originally in it
and stricken. Two years ago we tried to have
it reinstated and the well drillers objected to
it and caused it to be defeated. This year one
of the principal well drillers in the area,
Senator Oliver, introduced this bill himself and
he was one of the particular opponents two years
ago. They are beginning to find out that they
did need something to help them regulate their
own household, shall we say, because they have
the legitimate, or complying, well drillers in
contrast to the few nonconformists and they
had no way of getting at them except the very
cumbersome method of taking this through an in-
junctive proceedings.

So the well Drillers Association have gone
on record of favoring the inclusion of this
paragraph in the law and the passage of this
bill. ..
