I I MR. STAPLETON: MR. KUIPER: -.......... I explained to Representative Gossard that as far as I could see this bill would have no effect on the status of our studies except possible acceleration. If they pass this bill we simply go on the way we have been. Appar- ently there is some impression that we had not been doing this in the past. The net effect, if the bill is passed, I don't see any result upon the operation of this Board whatsoever. We obviously cannot accomplish this, however, within two years. This, to us, is an impossibility without creating a gigantic staff and I expressed to Mr. Gossard that I did not see the necessity for completing the study within the two year period. I think it was his feeling that this would not be mandatory to complete it within two years. I also told him that we did not need addi- tional funds for this purpose unless they wanted the work accelera~od. The policy of the Board would not change at all in respect to this bil~. Insofar as any projects that we are now working on, this mora- torium would have no effect upon our going projects whatsoever. It would effect other people, however, that may not come within the province of the Board's operations. As far as our operations are concerned we cannot see any effect upon our present going projects because our decrees have already been granted for any project upon which we would start construction within ~he next two years."
