SPARKS: <br /> <br />we never do anything unless we are asked for a <br />comment and obviously we haven't been asked for <br />a comment oh this bill at this point and, <br />secondly, should we volunteer our thoughts on <br />it such as Mr. Peterson has indicated. <br /> <br />Inasmuch as I presume that it has not been <br />drafted by anybody that's in the legal profes- <br />sion here in the state and it may have some <br />constitutional problems, I would like an ex~ <br />pression from the Board as to whether we should <br />sit silently by or indicate to Representative <br />Gossard that we have some problems, including <br />getting staff available in the two year period, <br />or should we just bide our time, having not been <br />asked to comment?" <br /> <br />I <br /> <br />"Mr. Chairman, inasmuch as it does vitally <br />effect our work in the state, I think we should <br />have a clarification of this bill so that we <br />would know how to proceed and What effect it's <br />going to have on our operations. He normally attends <br />our meetings and he may be here today. I would <br />agree that it would be advantageous to clarify <br />the matter especially if we are going to have <br />staff problems. This puts a great burden on <br />the Board itself. Mr. Sparks, I think, has <br />talked with Mr. Gossard. What are his thoughts?" <br /> <br />"First, I gave Mr. Gossard the results of <br />the studies which we have to date. ~le have <br />completed and prepared a formal report on the <br />San Juan Basin which was our initial study. <br />It has not been made for public release, however, <br />and we do not anticipate it will be made avail- <br />able until we complete the entire river basin. <br />I also gave him the recent publication on the <br />Gunnison River Basin, which is available for <br />public release, insofar as the joint efforts of <br />the Soil Conservation Service and the Water <br />Board are concerned. <br /> <br />I <br />
