comment and obviously we haven't been asked for
a comment oh this bill at this point and,
secondly, should we volunteer our thoughts on
it such as Mr. Peterson has indicated.

Inasmuch as I presume that it has not been
drafted by anybody that's in the legal profes-
sion here in the state and it may have some
constitutional problems, I would like an ex~
pression from the Board as to whether we should
sit silently by or indicate to Representative
Gossard that we have some problems, including
getting staff available in the two year period,
or should we just bide our time, having not been
asked to comment?"

"Mr. Chairman, inasmuch as it does vitally
effect our work in the state, I think we should
have a clarification of this bill so that we
would know how to proceed and What effect it's
going to have on our operations. I think there
are questions concerning this bill that should
be answered."

"I had hoped that perhaps Representative
Gossard would be here. He normally attends
our meetings and he may be here today. I would
agree that it would be advantageous to clarify
the matter especially if we are going to have
staff problems. This puts a great burden on
the Board itself. Mr. Sparks, I think, has
talked with Mr. Gossard. What are his thoughts?"

"First, I gave Mr. Gossard the results of
the studies which we have to date. ~le have
completed and prepared a formal report on the
San Juan Basin which was our initial study.
It has not been made for public release, however,
and we do not anticipate it will be made avail-
able until we complete the entire river basin.
I also gave him the recent publication on the
Gunnison River Basin, which is available for
public release, insofar as the joint efforts of
the Soil Conservation Service and the Water
Board are concerned.
