3242 We are going to have a very long meeting, I would suspect, of the Board today. We'll try to carryon right through to 12:15 and, as I believe the Board has been advised, we will be meeting with Governor Love in his office at two o'clock. If by 12:15 we have not finished the agenda we will recess until after the meet- ing with the Governor, to approximately 2:30 or 2:45. I We would like now to discuss the bills before the General Assembly dealing with water and related resources. The agenda indicated the number of the bills and their titles and I think we ought to go through them as they are listed on the agenda. Kuip, would you take this part of the agenda, please?" MR. KUIPER: "These bills are selected bills in which we thought the Board might be interested. There are some other bills dealing with water which are not a part of this list. To start out with, House Bill No. 110, 'Concerning the Water Conservation Board of Colo- rado', this is a housekeeping bill which simply deletes from the statutes provisions that were short-lived for a specific purpose and I don't think there is any particular point in a dis- cussion in detail. We have copies of all these bills here. If anyone wants them read, we can read them if you want to discuss them. But this is simply a housekeeping measure which has no particular effect on the Board nor on its activi- ties. House Bill No. 129 by Representative Mackie, 'Creating a Division of Natural Resources; Desig- nating the Commissioner of Mines as the Natural Resources Coordinator and Providing for His I Functions and Duties; and Abolishing the Depart- ment of Natural Resources'. I think, because of the newspaper coverage, it's not particularly necessary to go into any detail on this bill; I think everyone is familiar with it - that it does eliminate the Department of Natural Resources and
