<br />The purpose of the meeting was to consider the proposed report of the Regional
<br />Director on the Glendo rroject. The plan of the project as stated in the report is:
<br />
<br />"The Glendo Unit wouJd consist, of the Glendo Dam and Reservoir, and
<br />power plant on the North Platte River about 4.5 miles southeast of the
<br />toWn of Glendo, Wyoming, and the. Fremont Canyon power plant at the back-
<br />waters of the Alcova Reservoi.r. The Glendo Reservoir would be valuable for
<br />flood oontrol, sediment storage, and reregulation of releases from upstream
<br />power plants. The Fremont Canyon and Glendo power plants would supply
<br />existing and expanding needs for power in WYoming, Colorado, and Nebraska,
<br />for commercial, industrial, and domestic use and irrigation pumping. The
<br />Glendo power plant will generate ma:inlyduring the irrigation season, although
<br />it will provide some valuable winter peaking. The Fremont Canyon plant will
<br />op!!rate year-round. Other related purposes would be served."

<br />Construction costs'are estimated at $42,073,000.00 of whj~h $8,384,630.00 is
<br />allOcated to flood control and is non-reimbursible. Annual benefits are estimated
<br />at $2,451,000.00. The benefit-cost ratio is 1.6 to 1.0.

<br />The Glendo power plant will have an installed

<br />The earth fill dam will have a structural height of ~03 feet and a spillvffiY
<br />capacity of 62,300 cfs. The reservoir will have a maximum controlled storage capac-
<br />ity of 1,088,000 acre-feet.. There is 735,500 acre-feet of active storage, of which
<br />410,000 acre feet is allotted to power and 275,000 acre-feet to flood control.

<br />30. The relationship of water rights to the operation of the Glendo
<br />Unit was given primary consideration during the course of investigations.
<br />Because the water of the North Platte River is subject to interstate distri-
<br />bution it is of paramount importance that the states of ColoradO, Nebraska
<br />and Wyoming review the plan of operation, before construe tion is begun. The
<br />proposed plan of operation for the Glendo Unit is in conformance with the
<br />limitations relative to distribution of water as imposed by the United states
<br />Court'decree of 1945.
