He read from the Legislative Digest of the National Recla- <br />mation Association which indicated that final action had not been taken in Congress <br />on these appropriations but that it gave some indication as to the amount of money that <br />may be made available to the Bureau of Reclamation a.'1d the Corps of Army Engineers for <br />use in Colorado during the next fiscal year. He stated that he hoped to have these <br />final figures available to report to the Board either at the next meeting or in a I <br />special memorandum which would be distributed to the Board members. In this connection, <br />the Director called attention to a motion of the Board instructing him to make arrange- <br />ments as soon as figures are available regarding allocation of Federal funds for investi- <br />gational work by the Bureau,to have E. O. Larson, Director of Region 4, Bureau of <br />Reclamation, to appear before the Board and make a report on the status of the investi- <br />gation program in that portion of his region which lies in Colorado. It was suggested <br />to M~. C. B. Jacobson, of Mr. Larson's Office, who was present at the meeting, that he <br />ascertain whether Mr.Larson would be able to appear at the next Board meeting, assuming <br />that the allocation of money for investigations for the next fiscal year had been made' <br />by that time. The hope was also expressed that J. R. Riter, head of the Branch of the <br />Hydrology Division of Project Planning, Bureau of Reclamation, wocld also attend the <br />Board meeting when this matter is considered. <br /> <br />The next order of business' was Item 5 em the agenda, "Consideration of Proposed <br />Legislation in Congress for Amendment of the Water Power Act and Relating Activities <br />of the Federal Power Commission." <br /> <br />The Director said that this subject had been a matter of concern to the City and <br />County of Denver and that Glenn G. Saunders, attorney for the Denver Board of Water <br />Commissioners, had had occasion in connection vdth certain works proposed for con- <br />struction by the Denver Board of Water Commissioners, to deal with the Federal Power <br />Commission on matters within its jurisdiction ~'1der the existL'1g law. The Director <br />also stated that Mr. Saunders had been active in cooperation with the National Recla- <br />mation Association and various interested states in the West in the drafting of a bill <br />for introduction in Congress to amend the Federal Water Power Act. <br /> <br />Thereupon the Vice Chairman asked Mr. Saunders to discuss this matter. <br /> <br />Mr. Saunders made a general explanation of the Federal Water Pmrer Act and its <br />present provisions. He referred to the resolution passed by the National Reclamation <br />Association in support of amendments to the Act and reviewed the proposed legislation <br />for this purpose and steps that had been taken to put it in form for introduction in <br />the Congress. He expressed a view that the proposed bill was set and .if the bill is <br />'approved by the Board, he would like to vrork with the Director and Attorney of the <br />Board looking toward the improvement of some of the ,J.anguage of the pr'oposed bill. He <br />stated that the bill, as introduced, is numbered as S-1789. <br /> <br />Thereupon John W.
