I

I

"1 L
.. J

On vote being taken, the motion was carried unanimously and declared adopted.

The next order of business was Item 4 on the agenda, "Consideration of resolution,
prepared by the director, in compliance with the request of the Board, regarding
expediting surveys and investigations in the natural basin of the Colorado River in
Colorado, co-ordinating East Slope-West Slope plans of development, and providin~ for
analysis of surveys and studies to aid in formulation of state water policy."

The Director distribut~d to the members of the Board a preliminary draft of a
resolution requested by the Board at its last meeting on the subject hereinabove set
forth in Item 4 of the agenda. He explained that this was merely a suggested form of
resolution which would, of course, be subject to such revisions as the Board members
cared to make. It represents an effort on his part to reflect the views expressed by
the Board at a previo~~ meeting.

It was decided by the Board that the copies of the preliminary draft of the
resolution would be studied by its members and action thereon deferred to a future
meeting of the Board.

The next order of business was Item 6 on the agenda, "ConsidClration of the so-
callCld Dana Report (program for basin-wide development):' referred to the States and
interested water organizations by the Spokane convention of the National Reclamation
Association. (The Board at its December 18, 1950 mCleting requested its Attorney to
prepare comments on the Dana report for submission to the Board. Such comments have
been prepared an:! action should be taken by the Board.)

Mr. Breitenstein was called upon to discuss this subject. He called attention
to the c~~ents of the Upper Colorado River Commission on the so-called Dana report
(program for basin-.vide development).

Considerable discussion of this matter ensued including consideration. of various
recommendations of the Dana Report and objections thereto which had been offered by the
Upper Colorado River Commission.

The Director pointed out that under a resolution of the National Reclamation
Association, passed at its 1950 convention, the'various member states of that organi-
zation had been requested to offer their several comments on the Dana Report and that
such comments would be considered and further attention given to that report at the
meeting of the National Reclamtion Association which V\() uld be held in Amarillo, Texas
in October, 1951.

. It was moved by George A. Pughe a!ld seconded by Dan HunteIl that the Colorado
Water Conservation Boarp fully concurs in the comments of the Upper Colorado
River Commission on the Dana Report, (program for basin-wide development), and
that Clifford H. Stone, as Colorado Director of the Na~ional RClclamation Associa-
tion, be authorized to so report to the Board of directors of that organization.

On vote being taken, the motion was unanimously carried and declared adopted.

The Director suggested that before thCl next item on the agenda is considered by
the Board, he report on the status of appropriation by the Congress, for fiscal year
195}-1952, for the Federal. water development program affecting the State of ColoradO,
