<br />, . <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />Page 2 <br />April 17, 2000 <br /> <br />SBOO-215 <br /> <br />. <br /> <br />specifies that the Board's recommendation to the General Assembly shall take <br />the form of a feasibility study containing certain information; <br /> <br />. <br /> <br />specifies that the General Assembly, if it accepts the project recommended by <br />the Board, shall approve a funding plan for the project that may involve funding <br />from the Colorado Water Conservation Board Construction Fund; <br /> <br />. <br /> <br />requires the Board to carry out development of the project if approved by the <br />General Assembly and authorizes the Board to contract out operation of the <br />project; and <br /> <br />. <br /> <br />requires the Board to study its current membership and permits it to recommend <br />to the General Assembly any changes necessary in its organizational structure <br />in order to carry out the integrated water infrastructure facilities contemplated <br />under this bill. <br /> <br />State Expenditures <br /> <br />The bill is assessed as having a fiscal impact of $1,250,000 cash funds from the Colorado <br />Water Conservation Board Construction Fund in FY 2000-01. The DNR indicates that the cost to <br />conduct the feasibility study required under the bill may range anywhere from $500,000 to <br />$2,000,000. Because the cost range to do the feasibility study is so broad, the fiscal note assumes <br />an amount in the middle of the range. The Colorado Water Conservation Board is required to <br />recommend to the General Assembly by December 15,2002, on the integrated water infrastructure <br />facilities. The DNR indicates that the feasibility study will include examining permitting requirements, <br />attending meetings with affecting constituencies, conducting engineering feasibility, and investigating <br />hydrology and water rights availability. The department may require legal services hours from the <br />Department of Law to conduct the feasibility study; however, the level of legal services hours <br />required cannot be identified at this time. The fiscal note assumes that adjustments may be required <br />in both the level of funding for the study and the arnount of moneys which the department may need <br />to purchase services from the Department of Law. <br /> <br />State Appropriations <br /> <br />The fiscal note indicates that the Department of Natural Resources should receive a cash <br />funds appropriation of$1,250,000 from the Colorado Water Conservation Board Construction Fund <br />for FY 2000-01. <br /> <br />Departments Contacted <br /> <br />Natural Resources <br />
