The meeting was called to order by Vice-Chairman Stapleton
at 10:00 A. M.

MR. STAPLETON: "Gentlemen, we will call this regular meet-
ing of the Colorado Water Conservation Board to
order. ~tt. Owens is representing Mr. Whitten at
this meeting, and we have a proxy from Mr. Peterson
recognizing Judge Dan Hugl1es of Montrose as his
alternate or proxy. In conformity with our past
practice, is there any objection to these proxies
at this meeting? Rearing none, we will welcome Mr.
Owens and Judge Hughes.
The first order of business is the approval
of the minutes of our last regularly scheduled
meeting on November 8, 1961, a copy of which has
already been furnished members of the Board.
Were there any additions or corrections to these
minutes? If not, I'll entertain a motion that
they be approved as submitted."

JUDGE CONOUR: "I so move."

MR. Me CANDLESS: "Second."

MR. STAPLETON: "It has been regularly moved and seconded
that the minutes of the November 8, 1961, meeting
of the Board be approved. All in favor will
signify by saying 'aye'; opposed - the minutes
are approved.

has an announcement. Frank, would you put it
in the record up here, please?"

MR. BELL:

"Thanks, Ben. Gentlemen, I want to announce
to the Board the appointment of a new District
Engineer to succeed Wally Miller who has been
transferred to Washington. The new appointee
is John W. Odell who has had some 25 years ex-
perience with th.e G~ological Survey and whose
