At many points the bills <br />offered are inadequate to this purpose. No <br />hasty consideration, to be regretted at <br />leisure, should occur in this far-reaching <br />matter. Colorado stands ready to marshall <br />the best informed opinion in the state in <br />order to make its own fair contribution to <br />the perfection of the best possible national <br />water policy legislation.' <br /> <br />Thank you, Mr. Chairman." <br /> <br />MR. I'd like to in- <br />quire first of all whether you've had any <br />further examination which, in your opinion, <br />would alter substantially the basis of your <br />report, and secondly, do you plan, from the <br />Investigation Commission, a further report?" <br /> <br />MR. HAMBURG: <br /> <br />"Mr. Chairman, I might say the meaning <br />of that was this, that we did consider the <br />bill in its entirety on a line-by-line basis <br />but I think .the 'preliminary' referred to in <br />there means that we did not try to line-for- <br />line come up with amendments ~ I think a <br />further work of this Commission, and of the <br />staff, should be that after a policy is <br />adopted by this Board, then we should turn <br />to a line-by-line amendment of the bill and <br />work fOr those amendments." <br /> <br />MR. STAPLETON: <br /> <br />"Then I take it that it's a fair state- <br />ment, from reading this report, that there's <br />substantial disagreement with the present <br />form of the bill.
