I

MR. BAILEY:
MR. BAILEY:

MR. CHRISTY:

I

497

"Any questions?"

"The NRA has had a meeting since we last met
and I think it would be helpful if we had a
report on what happened back there. Mr. Christy,
would you report?"

"I would like to make a brief report

"A life membership was extended to a
member of this Board. This is the first' life
membership given to a Colorado man. It came
to none other than Dan Hunter and I am sure
that all of those in attendance at the Caucus
at the Portland meeting are very happy over
this award. We all know that it was well
deserved and earned. My good friend,
Mr. Dille, made the presentation at the annual
dinner.

"The first thing of importance on which I
wish to report is the action by the Board on
my request that the Colorado River Storage
Project and the Fryingpan-Arkansas Project be
put on the agenda of the Board's meeting for
a complete review. The request was granted
and members of the Upper Colorado River
Commission were present and presented their
case. I also reviewed what had happened to
the Fryingpan-Arkansas in the last Congress
and pointed out to the members of the Board
the cause and effects, not only on the
Fryingpan but on all other Western Reclamation.
I called the Board's attention to the need for
unity among the 17 Western States. It has
never been the policy of the NRA to endorse any
specific project. However, due to the exist-
ing situation with respect to Western Reclamation
I advised the Board that I felt if the NRA had
any reason for its existence, it would be the
backing of projects in the Western Reclamation
States, following the approval by the affected
states, the Secretary of~the Interior, etc.,
and certainly when projects were before
committees of the Congress ~nd the Congress
the NRA should lend all assistance possible.
We received sympathetic attention, but there
was no resolution or direct action taken.
