"This resolution says: {II That the
Attorney General be requested to review
the legal grounds for re-opening and
reforming the existing decrees governing
apportionment between users in Colorado
and users in Wyoming of Laramie River
water; and

"(2) That the Director be authorized,
with the aid of the Engineer of the
Board, to make a review of the facts re~
lating to the use and apportionment of
the waters of the Laramie River in
Colorado and in Wyoming and to inquire
among the various Colorado users of said
waters concerning their wishes for a re~
opening of said decrees; and the last
paragraph

"(3) That subject to favorable
determination respecting said matters by
the Attorney General and by the Directors,
the State of Colorado, acting through its
Attorney General, apply to the Supreme
Court of the United States for a reopening
of the decrees heretofore entered in that
Court in the several cases between the
States of Colorado and Wyoming governing
the apportionment between said States of
the use of the waters of the Laramie
River and for a reformation of said decrees
to the end that a method of water measure-
ment and distribution less burdensome to
water users of all classes in Colorado be
established.

"I would expect that this would indicate
that this matter should be brought back to
the Board before any action is taken."

"If you feel it should be."

"This matter is complicated. Apparently we
do not have all of the facts. It would seem
to me that we should ask the Attorney General
and Director to report back to the Board."
