BAILEY: <br /> <br />479 <br /> <br />"This resolution says: {II That the <br />Attorney General be requested to review <br />the legal grounds for re-opening and <br />reforming the existing decrees governing <br />apportionment between users in Colorado <br />and users in Wyoming of Laramie River <br />water; and <br /> <br />"(2) That the Director be authorized, <br />with the aid of the Engineer of the <br />Board, to make a review of the facts re~ <br />lating to the use and apportionment of <br />the waters of the Laramie River in <br />Colorado and in Wyoming and to inquire <br />among the various Colorado users of said <br />waters concerning their wishes for a re~ <br />opening of said decrees; and the last <br />paragraph <br /> <br />"(3) That subject to favorable <br />determination respecting said matters by <br />the Attorney General and by the Directors, <br />the State of Colorado, acting through its <br />Attorney General, apply to the Supreme <br />Court of the United States for a reopening <br />of the decrees heretofore entered in that <br />Court in the several cases between the <br />States of Colorado and Wyoming governing <br />the apportionment between said States of <br />the use of the waters of the Laramie <br />River and for a reformation of said decrees <br />to the end that a method of water measure- <br />ment and distribution less burdensome to <br />water users of all classes in Colorado be <br />established. <br /> <br />"I would expect that this would indicate <br />that this matter should be brought back to <br />the Board before any action is taken." <br /> <br />"If you feel it should be." <br /> <br />"This matter is complicated. Apparently we <br />do not have all of the facts. It would seem <br />to me that we should ask the Attorney General <br />and Director to report back to the Board." <br />
