"Could I ask a question? Is there any angle
in which the flood waters of the early season
waters could be conserved and thus equalize
matters? In this area, the irrigation season
is very short and I suppose the flood waters
and spring runoff are both measured and
probably disposed of advantageously; but in
short season areas such as the Laramie River,
if there could be some storage high up on the
River, it would help. Would that make a
better distribution and more valuable dis-
tribution, not only to Coloradans but to the
people downstream in Wyoming?"

"The proposition you have just posed is, I
think, pretty well taken care of and satis-
factory as far as this River is concerned in
that we do have one or two reservoirs on the
Laramie River. But Wyoming is very agitated
about this. About 15 years ago, this was
discussed and at that time, Wyoming indicated
this: If you fellows build that big reser-
voir, we are certainly going back to the
Supreme Court to ask for relief because we
have reservoirs below that require all of the
water generated in the Laramie River and all
you have is 39,000 acre-feet."

"They have a good reservoir downstream?"

"Yes. Wheatland Reservoir.
