BEFORE THE COLORADO WATER CONSERVATION BOARD

PRE HEARING CONFERENCE ORDER

IN THE MATTER OF AMENDMENTS TO THE RULES CONCERNING THE COLORADO
INSTREAM FLOW AND NATURAL LAKE LEVEL PROGRAM

A prehearing conference for the proposed amendment to Rule 6.g of the Rules
Concerning the Colorado lnstream Flow and Natural Lake Level Program, 2 CCR 408-2, was
held on February 23, 2004 beginning at 9:00 a,m. at the State Services Building, 1525 Sherman
Street, Room 610, Denver, Colorado, The purpose of the prehearing conference was establish a
schedule for presentations by the Parties at the rulemaking hearing, Dan McAuliffe, CWCB
Deputy Director, conducted the prehearing conference on behalf of the CWCB.

The following Parties were represented at the prehearing conference:

1, CWCB Staff, represented by First Assistant Attorney General Linda Bassi,
2, The Upper Arkansas Water Conservancy District, represented by Julianne Waldridge,
who appeared by telephone,

On February 10,2004, Trout Unlimited, represented by Drew Peternell, submitted a
written request for a fifteen minute time slot for an oral presentation at the hearing,

Mr, McAuliffe assigned each Party a fifteen minute time slot for its presentation and
allocated a ten minute period for CWCB Staff rebuttal.
