<br />BEFORE THE COLORADO WATER CONSERVATION BOARD <br /> <br />PRE HEARING CONFERENCE ORDER <br /> <br />IN THE MATTER OF AMENDMENTS TO THE RULES CONCERNING THE COLORADO <br />INSTREAM FLOW AND NATURAL LAKE LEVEL PROGRAM <br /> <br />A prehearing conference for the proposed amendment to Rule 6.g of the Rules <br />Concerning the Colorado lnstream Flow and Natural Lake Level Program, 2 CCR 408-2, was <br />held on February 23, 2004 beginning at 9:00 a,m. at the State Services Building, 1525 Sherman <br />Street, Room 610, Denver, Colorado, The purpose of the prehearing conference was establish a <br />schedule for presentations by the Parties at the rulemaking hearing, Dan McAuliffe, CWCB <br />Deputy Director, conducted the prehearing conference on behalf of the CWCB. <br /> <br />The following Parties were represented at the prehearing conference: <br /> <br />1, CWCB Staff, represented by First Assistant Attorney General Linda Bassi, <br />2, The Upper Arkansas Water Conservancy District, represented by Julianne Waldridge, <br />who appeared by telephone, <br /> <br />On February 10,2004, Trout Unlimited, represented by Drew Peternell, submitted a <br />written request for a fifteen minute time slot for an oral presentation at the hearing, <br /> <br />Mr, McAuliffe assigned each Party a fifteen minute time slot for its presentation and <br />allocated a ten minute period for CWCB Staff rebuttal. <br /> <br />Agenda for Rulemaking Hearing: <br /> <br />4:00 p.m, <br />4:10 <br />4:30 <br />4:45 <br />5:00 <br />5:15 <br />5:25 <br />5:45 <br />6:15 <br /> <br />Rulemaking procedures explained <br />Staff presentation <br />Upper Arkansas Water Conservancy District presentation <br />Trout Unlimited presentation <br />General public comment <br />Staff rebuttal <br />Response to questions arising during oral presentations and public comment <br />Board deliberations and decision <br />Hearing adjourns <br /> <br />Hearing Procedure: The Board will not apply the rules of evidence or civil procedure.
