<br />-2- <br /> <br />All was good with the Study until early 2002. In January 2002, our General Contractor failed to . <br />deliver a number of required interim study products. During 2002, many meetings and discussions <br />were conducted with the General Contractor regarding their poor/ sub-standard performance of the <br />study tasks. In December 2002, a joint decision was made among the Study's interested parties that <br />Simons and Associates be terminated for the Chatfield Reservoir Reallocation Study. The Corps' <br />implemented their contract termination procedures. The Study was originally scheduled for <br />completion by December 31, 2003. <br /> <br />Discussion <br /> <br />The General Contract: On December 18,2002, I met with the Corps in Omaha, Nebraska to seek a <br />resolution to the General Contractor issue. The decision was made that the Corps will act as the <br />General Contractor for the completion of the Reallocation Study and will sub-contract for the <br />accomplishment of certain study tasks. The Corps will provide the CWCB and all interested parties a <br />new study schedule in January 2003. <br /> <br />The study "Scope of Work" has a task entitled" Storage Use Pattern (to be provided by Sponsor). <br />The CWCB in cooperation with a Water Users Advisory Committee prepared a "Work Plan" dated <br />December 2001 for the accomplishment ofthis task. The Work Plan has six (6) performance tasks, <br />which are: <br />1. Evaluate four new target conservation storage pools which are 2,900 acre-feet @ 5434 feet . <br />ms1, 4,500 acre-feet @ 5435 feet msl, 7,700 acre feet @ 5437 feet ms1, and 20,600 acre- <br />feet @ 5444 feet ms1 (See attached Chatfield Reservoir map); . <br /> <br />2. Identify water rights available for storage in the new reallocated space; <br /> <br />3. Identify potential users of the reallocated space and evaluate their potentials uses; <br /> <br />4. Acquire available modeling data; <br /> <br />5. Develop representative storage use patterns for the target amounts of reallocated space; <br />and <br /> <br />6. Prepare a final report. <br /> <br />The CWCB has contracted the professional services of Brown and Caldwell (Sub Contractor) to <br />perform the Storage Use Patterns analysis. The Board has received a final draft report dated <br />December 2002. The study findings were presented to the interested water users at a December 19, <br />2002 workshop. The conclusions and recommendations ofthe study are attached. The water users <br />were in complete acceptance of the sub contractor's [mdings and endorsed the study findings (See <br />attached letters). <br /> <br />To better understand how the target conservation storage will impact the existing recreational <br />activities at the Chatfield Reservoir, the advisory committee recommended that Board in cooperation . <br />with Colorado State Parks conduct a Recreational Impact Study. <br /> <br />Flood Protection.
