To follow up on this
recommendation, the Chatfield Work Group (Group) was formed to formulate a strategy for the
accomplishment of the recommendation. The Group's objectives are:

1. Seek Corps of Engineers (Corps) funding to perform a reallocation study;
2. Seek CWCB funding to provide the non-federal cost-share funding;
3. Prepare a "Scope of Work" for a Chatfield Reservoir Reallocation Study (Study) to
determine if additional water supply storage is feasible in Chatfield Reservoir; and
4. Contract for the study under federal and state standards for the accomplishment ofthe tasks
in the "Scope of Work".

An accepted "Scope of Work" was prepared in 1999 by the Corps, CWCB, and the Group. The
CWCB received project funding by an amendment to HB 00-1419 which was enacted by the
General Assembly.

The Feasibility Cost-Share Agreement between the Colorado Water Conservation Board (Project
Sponsor) and the U.S. Army Corps of Engineers, Omaha District, to address the accepted "Scope of
Work" was signed on September 2, 1999. This agreement provided the funding and the Corp's
authorization to perform the study. Under the federal contracting guidelines, the Corps in
cooperation with the CWCB selected Simons and Associates, Fort Collins, Colorado to perform the
Chatfield Reservoir Reallocation Study. A professional services contract and a Notice-to-Proceed
were issued to Simon and Associates (General Contractor) on January 2000 for the accomplishment
of all work tasks (72 total tasks) in the "Scope of Work". The General Contractor provided a
project budget and schedule for the accomplishment of the study, which was accepted by the Corps
andCWCB.

Flood Protection.
