<br /> <br />CWCB Map Modernization Funding...Ypdate <br /> <br />March 25-26, 2003 CWCS Meeting (Longmont) <br />Agenda Item #21 <br /> <br />Discussion - History <br /> <br />. President Bush's initial FY '03 budget proposed more than $300 million in federal <br />funding for updating floodplain maps nationwide. <br /> <br />. At the March 2002 Board meeting, the Board formally adopted a resolution supporting <br />the current Map Modernization Implementation Plan effort and President Bush's <br />proposed floodplain mapping budget. <br /> <br />. The CWCB and its consultants prepared a "Map Modernization Implementation Plan" <br />(MMIP) in August 2002, outlining: <br />o Colorado's floodplain mapping needs, <br />o Prioritization of Colorado's floodplain mapping needs, and <br />o Estimated costs for updating Colorado's flood hazard maps. <br /> <br />. At the November 2002 Board meeting, the ONCB endorsed a staff request for a non- <br />, '-reimoursaolennvestmeritor--$500;OOo--rrorn-tm:---CorlstroctiorT--Fund-tcrassist-with <br />matching dollars and activities related to Map Modernization in Colorado. <br /> <br />Discussion - Federal Action <br /> <br />. In February 2003 Congress adopted the federal budget for FY '03. The FY '03 budget <br />includes $150 million for Map Modernization, approximately half of the President's <br />original request. <br /> <br />. It is uncertain what the federal funding for floodplain mapping will be in FY '04 ancl <br />subsequent years. <br /> <br />. In early February 2003, FEMA hosted a national planning session in Atlanta, Georgia <br />with state officials from 12 states (including COlorado) and regional officials from 9 <br />regional agencies. The states and regional agencies were invited by FEMA because <br />they were deemed to be leaders in the area of floodplain mapping. <br /> <br />. Currently FEMA staff is determining: <br />o The allocation of the $150 million, <br />o The performance standards that will apply in this first year; and <br />o The procedures that need to be followed in preparing the FY '03 <br />maps. <br /> <br />· CWCB staff expects to hear from FEMA regarding funding amounts and regarding <br />contracting procedures in April. <br /> <br />1 <br />
