<br />. <br /> <br />. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />- 3 - <br /> <br />Four priority groups, each including 16 of the 64 counties, were listed in the report. CWCB staff <br />proposes to begin work on 6 to 8 (as dictated by available funding) of the 1 st priority counties in FY <br />'03, with assistance from the Urban Drainage & Flood Control District for counties in the 7-county <br />Denver metro area. The exact number of counties studied will be determined once the FEMA funding <br />level for Colorado has been established. The requested funds from the Construction Fund will be <br />used to match FEMA funding for floodplain mapping improvements in the counties selected by <br />CWCB and Urban Drainage for FY '03. Coordination efforts with those 16 counties have just begun. <br />In addition, staffhas begun coordinating with consultants who might provide the floodplain mapping <br />services. It is hoped that 6 - 8 consultants (the exact number is still unsure) can be selected by late <br />May so they can start performing work during the summer of2003. <br /> <br />CWCB is also carrying out a pilot study project in two counties, establishing procedures and technical <br />standards for preparing floodplain maps throughout the state. The two counties are Douglas County <br />and Teller County. Perhaps the two most important issues are: <br /> <br />1) how to ensure thorough communication between all involved parties (to maximize local <br />support for the final maps for each community), and <br />2) how to create the best Geographic Information System (GIS) platform for each county's <br />maps. <br /> <br />A unique issue is being addressed in the pilot study. The Hayman Fire of 2002 impacted both pilot <br />counties, and both counties can expect flood hazards in certain areas to be greatly exacerbated by the <br />wildfire. The integration of available floodplain information for watersheds affected by fue will be <br />part of the pilot study work for each county. <br /> <br />The pilot project will produce preliminary maps for the two counties and the municipalities within <br />those counties. More importantly, the project will produce written guidance for how to prepare maps <br />statewide, how to anticipate specific problems, and how to address those problems. An instructional <br />PowerPoint will also be produced. <br /> <br />Preliminary Cost Estimates <br /> <br />The Colorado MMIP report included preliminary estimates of the cost, by county, of updating <br />Colorado's flood maps. It must be emphasized that these estimates are based on incomplete <br />information and are preliminarv. The estimated costs for each of the top 16 counties, including all <br />municipalities in those counties, range from approximately $73,000 to approximately $2.7 million. The <br />estimated total cost of updated maps for all 16 of those counties is approximately $16 million. The <br />MMIP report estimated that the total cost for all 64 counties in Colorado (including municipalities) <br />would be approximately $36 million. Staff anticipates that the cost for each county will be revised on <br />an annual basis, as more precise information becomes available. <br /> <br />Staff Recommendation <br /> <br />There is no specific staff recommendation or action needed for this agenda item.
