ROZIeH: <br /> <br />"You have shocked us completely by that I " <br /> <br />"Also an amendment to the Federal Water <br />Pollution control Act, Section 2l(b) to be <br />specific, broadens upon this Refuse Act in <br />which it again requires certification by the <br />state for any type of permit that is issued by <br />any agency vf the federal government. For <br />instance, I received a call with regard to a <br />water transmission line that Colorado Springs <br />plans to put across pike's Peak. It will <br />cross U. S. Forest Service property. We have <br />to certify what the environmental impact would <br />be and whether or not we feel the streams will <br />be polluted. I received a call from FAA with <br />regard to extension of the Grand Junction air- <br />port as to whether or not this would constitute <br />a water pollution problem. <br /> <br />Most recently from the U. S. Treasury De- <br />partment. There is a small plant, I believe <br />in Louisvill~that uses explosives in pro- <br />filating a metal plate. They use explosives <br />and find that by igniting them they can get a <br />clean hole in the plate. This has to be <br />certified. <br /> <br />Another requirement that went into effect <br />January 1st of this year is the planning re- <br />quirement. Any cOllUllunity or sanitation dis- <br />trict, and these are the only ones eligible <br />for federal sewage construction grants, before <br />they can get such a grant have to show that <br />they are a part of the comprehensive basin or <br />regional plan. So after June 30, 1973, we <br />have to have a fully developed plan. They <br />will allow What they call interim plans until <br />that date. <br /> <br />Another aspect, about four months ago I <br />received a copy of a questionnaire that the <br />Federal Water Pollution Control people pro- <br />posed sending out to industry in which they <br />asked if we want them to handle it all, if <br />they want us to provide a forwarding letter <br />and they would handle it from there, or did <br />
