Furthermore, Board staffhas been asked to begin this process <br />by members of the Colorado Legislature. <br /> <br />. <br /> <br />Discussion <br /> <br />Staff of the Colorado Water Conservation Board and the Colorado Division of <br />Water Resources will complete development of the Colorado River Decision <br />Support System (CRDSS) by July 1, 1999 and move into the long-term operation <br />and maintenance phase of that effort. In addition, we are in the first year of a <br />three-year effort to develop a decision support system for the Rio Grande Basin <br />that will be critical in the development of the rules and regulations called for by <br />House Bill 97.1114, The Rio Grande Decision Support System will also <br />incorporate a groundwater component into the DSS, which was not part of <br />CRDSS. <br /> <br />. <br /> <br />The firststep in the development of a decision support system for the Soulh Pl::ltte <br />River Basin is to obtain funding for the conduct of a Scoping study that will <br />provide the road map for development of that DSS, A Scoping study is <br />particularly important for the South Platte given the number of pieces of the DSS <br />that may already exist (e.g, the South Platte Water Right Administration Tool and <br />irrigated acreage identification to name two), In addition, the Scoping study must <br />identify how the system will be integrated with the Colorado River Decision <br />--- <br />Support System and decide how to incorporate certain features like those <br />associated with groundwater in the "Designated Basins." Furthermore, there are <br />numerous interests to consider and the establishment of a Technical Advisory <br />Committee to aid in overseeing the development of the DSS is expected to be <br />considerable, For these reasons, we expect that we will require two full years to <br />complete a Scoping study and an estimated $100,000 for consulting services.
