in Alamosa, and the Board has been going on in varying degrees since
then.

Senator Haskell: Let me say, Ben, it would be extremely helpful - it
certainly was helpful the year before last - the unanimity on the five
projects. I would hope we would work with the people locally, and also
the Governor's Office. I think it would make it a lot easier for I
Senator Hart and myself if Colorado would speak with one mind. If the
Board speaks with one voice, the local people with another voice, where
are we? So, I hope there would be some getting together on this project.

Mr. Stapleton: Well, that is the practical function this Board has.
You may know at one time we talked about the East-West Slope controversy,
and year after year we met and resolved these problems. That is what
we hope to continue to do.

We realize it is difficult to get these projects planned, accepted, and
then financed. We talked about this morning the fact that Denver had
no project, reclamation project for all these years, and they have been
requested and required in the state interests to support these other
projects. This is the sort of thing that we in a rather firm and under-
standing way explain to various groups. Out here you see representatives
of the biggest and the smallest conservancy districts. They are all
interested, coming here at their expense to meet with you, trying to
achieve that end. By and large we are doing a lot better than the Board
has ever done.

Senator Haskell: I think it's excellent. I know two years ago you
succeeded in what you set out to do, and I wish you well.

Mr. Stapleton: Thank you. I think I extended to Senator Hart, and I
do to you, our invitation to the meeting in Grand Junction on the 1st
and 2nd of May. We feel in the summer we would like to have an opportu-
nity to have you out in the field when we look at projects and talk to
local people. We will continually keep you advised of meetings outside
of Denver which would be of interest to you, and we are very hopeful to
see you. We know you have a busy schedule, but we are happy to see you
at one of our Board meetings, even for a short period of time.

Senator Haskell: Thank you.

Mr. Stapleton: Now, I wonder if any members of the Board have any
questions for the distinguished Senators. It is very seldom that we
have the opportunity to have them here.

Well, then, let me say the Governor has written a letter today, which
you have received, but not had an opportunity to disseminate. The
question is whether or not we should use state water for euergy which
may go to other states. The question involves one of the projects, and
the Governor requested us to take an initial look at it well before
May. This is sort of an interesting concept you ought to be aware of.
We think our water is a precious resource, and we want to keep it pure
and unpolluted. And yet, we have Secretary Morton coming out saying,

I

-58-
