I have with me Mr. Walter Waldow, State Represen- <br />tative. <br /> <br />Mr. Waldow: Do you have any questions concerning this project? <br /> <br />Mr. Sparks: The project report consistently supported the Uncompahgre <br />as one of the oldest reclamation projects in the United States, con- <br />structed, you might say, in the "horse and buggy days". It is timbered, <br />or mostly timbered, and has been remarkably durable. The project does <br />need modernization. I sympathize with the problem and continue to <br />support it. <br /> <br />Mr. Stapleton: That is one of our favorite projects, and I am sure we <br />will continue to support it as a Board. <br /> <br />Mr. Anderson: Thank you. <br /> <br />Mr. Waldow: Thank you. <br /> <br />Mr. Stapleton: Mr. Maynes, are you going to report on San Miguel? <br /> <br />Mr. Maynes: Thank you, Mr. Chairman. I am Sam Maynes, attorney for the <br />San Miguel Water Conservancy District. I have with me today Mr. Mike <br />Young of the Board of Directors for the San Miguel Water Conservancy <br />District; Mr. George Wyatt; in the back Senator Noble, whom you all <br />know; and Mr. Bill Raley from the San Miguel Water Conservancy Board, <br />as well as members of the Southwestern Water Conservation Board. Mr. <br />Raley will make the statement on behalf of the San Miguel Water Con- <br />servancy District. <br /> <br />Mr. Raley: Mr. Chairman and members of the Colorado Water Conservation <br />Board, my name is Bill Raley. I am a member of the Board of Directors <br />of the San Miguel Water Conservancy District. <br /> <br />It is a pleasure for me to speak to you on behalf of the San Miguel <br />Project. The veople of the San Miguel Basin are encouraged with <br />President Ford s 1976 budget request for the San Miguel Project. This <br />is refreshing, especially in view of the continuous struggle we have <br />had since project authorization in 1968 to obtain funds. We would urge <br />the Colorado Water Conservation Board and the entire Colorado Congres- <br />sional Delegation to support the President's proposed budget for the <br />San Miguel Project. <br /> <br />As you well know, one of the most outstanding aspects of the San Miguel <br />Project has been the very strong and enthusiastic support given this <br />project by the local people. I think all too often when we consider <br />various projects, we get so wrapped up in engineering, economics and <br />cost-benefit ratios that we tend to minimize the "people" aspect. Over <br />the years, going back to the turn of the century, water development <br />has had a high priority in the minds of the people of the San Miguel <br />Basin, for we realize that without water we are stymied, both socially <br /> <br />-45- <br />
