<br />Mr. McAfee: Thank you, Mr. Chairman. We didn't mean to overload you <br />with testimony, but we wanted to impress upon you that we are interested. <br /> <br />Mr. Stapleton: Thank you very much. <br /> <br />I would like to introduce a gentleman who is representing Gil Stamm at <br />this meeting today. Gll, as you know from the reception last night. I <br />was testifying before a Senate Appropriations hearing, which is under- <br />standable. David Phillips, nice to have you with us. <br /> <br />Now, the next one is Grand Valley. Do we have any representatives for <br />Grand Valley and Paradox? <br /> <br />Mr. Sparks: We don't have anyone from either one of these projects, <br />Mr. Cnairman. Actually, they are not being sponsored by a conservancy <br />district. The projects are being sponsored by the State of Colorado. <br />We did put them on the agenda because we do want to keep the appro- <br />priations. Those are salinity control projects, both of them. <br /> <br />Mr. Stapleton: I'm missing one, the Uncompahgre Project, Mr. Harold <br />Anderson, I'm sorry. <br /> <br />Mr. Anderson: <br />from the water <br />listed on this <br /> <br />Thank you, Mr. Chairman. My name is Harold Anderson <br />district that operates the Uncompahgre Project. We are <br />twice, once for construction and once on feasibility. <br /> <br />The construction part is rehabilitation of the Gunnison Tunnel. This <br />program has been going on now since 1966. It has been adequately funded, <br />and it looks like in about two more years we will finish that. <br /> <br />I would just like to say a few words about the project on the feasibility <br />study for improvement. It is one of the oldest federal reclamation <br />projects, having been authorized for construction in 1903. The original <br />project features 5.8 miles of tunnel, seven major diversion dams, and <br />over 500 miles of canals and laterals. Over 90 percent of the canals <br />and laterals unlike most of the canals and lateral structures, are of <br />timber construction. Although the project's water supply is adequate <br />during most of the irrigation season, a shortage often occurs when the <br />requirements are the greatest. <br /> <br />In 1969 the water users addressed to the Bureau of Reclamation a study <br />on the project with emphasiS on_suggesting ways to improve and modernize <br />the conveyance and distribution system. This study was funded, and a <br />reconnaissance report was published in January of 1972. This report I <br />showed that a modernized project and distribution system would reduce <br />operation and maintenance costs, improve the irrigation water supply, <br />reduce salinity contributions and improve the appearance of the area. <br />The Uncompahgre Project area is very important and has many resources. <br />There is a need for increasing contribution to the Uncompahgre Project. <br />This may be accomplished by improving irrigation efficiency and a <br />reduction of canal and lateral seepage losses. <br /> <br />We have been funded in the last few years, the study was started, and <br /> <br />-44- <br />
