For the members of our audi- <br />ence, Mr. Sparks has prepared a detailed <br />memorandum under date of September 4th to the <br />members of the Board which we received and <br />digested prior to this meeting. We will ask <br />the Director to summarize his memorandum to <br />the Board and we will ask the Bureau represent- I <br />atives to s~eak on their conclusions. In each <br />instance the Board members will have an oppor- <br />tunity to question either Mr. Sparks or the <br />Bureau representatives on the conclusions that <br />are set forth, after which we will give all <br />interested parties an opportunity not only to <br />speak but to ask questions. <br /> <br />I am sure that this will be an extremely <br />orderly meeting and we will try to recognize <br />everyone, as I said, who would desire to <br />speak. <br /> <br />We have permanent records of these meet- <br />ings which are transcribed by dictaphone and <br />later on print and Mrs. Keating would like <br />very much for each person who desires to speak <br />to use that microphone over there, if they <br />will, identify yourself by name, occupation, <br />if you represent a water board, etc., and home <br />residence so that your remarks may be perma- <br />nently recorded. <br /> <br />To get into the agenda item I would now <br />like to call on Mr. Larry Sparks, the Director <br />of the Colorado Water Conservation Board. For the <br />record, I will go through it. <br /> <br />I <br /> <br />This memorandum first summarizes the <br />history of the Narrows Project. <br /> <br />Long time records on the South Platte <br />River indicate that the annual average dis- <br />charge of the river at the Colorado-Nebraska <br />state line is approximately 340,000 acre-feet. <br />
