COLORADO WATER CONSERVATION BOARD MEETING MINUTES
REA BUILDING. Ft. Morgan, Colorado
September 12, 1964

The meeting was called to order by Mr. Stapleton, Vice-
Chairman, at 9:00 A. M.

MR. STAPLETON:

"We will call this regularly scheduled
meeting of the Colorado Water Conservation Board
to order. I have in my possession a proxy from
Mr. Frank Milenski appointing Mr. Charles Boustead
as his proxy for this meeting. I also have a
letter stating Mr. Williams will be unable to
attend today. In accordance with our usualprac-
tice, unless I hear objections from members of
the Board, Mr. Milenski's proxy will be accepted.
Hearing no objection, we welcome Mr. Boustead as
a member of the Board today. I don't think any-
body knows Mr. Boustead~ Mr. Boustead, will you
please stand Up?

At our last meeting of the BOard in July,
Governor Love had appointed Mr. Craig Goodwin of
Gunnison as a member of our Board. Mr. Goodwin
had urgent business in the San Francisco region
at the time and was unable to be with us, under-
standably, and we are delighted to welcome you
here, Craig. will you please stand up?"

MR. GOODWIN:

"Thank you."

MR. STAPLETON:

"By a communication received by the Board on
August 4th, Governor Love appointed Herbert H.
Vandemoer of Sterling as a member of the Board.
Herb, we are glad to welcome you at this meeting.
will you stand, please?"

like to also introduce the other members of our
Board who are present tOday. Mr. Ted McCandless
of Craig, Colorado; Mr. Bill Nelson of Grand
Junction; Mr. Quincy Cornelius of Hooper; Mr.
Ray Moses, formerly of Alamosa now of Boulder,
