<br />I <br /> <br />use of averages will not sustain life entirely <br />through the area but we can come very close to <br />it with this thing. So it appears to me that <br />we are still to be in need if we are going to <br />try to lock up 90 to 95 percent of our usable <br />resources which can be replaced during our <br />flush years to maintain the 10 percent or 5 <br />percent use above ground. It just doesn't <br />make sense. In fact, we have done that on an <br />individual basis in this area and we weren't <br />using the underground here in the Fort Morgan <br />area. It goes to the Sterling area, it goes <br />from one end of the river to 'the other. If we <br />weren't using these resources underground, of <br />which I am speaking now, we would certainly <br />have a pretty poor community. And, gentlemen, <br />I will state and go on, and I think it is quite <br />evident, as you went from Fort Morgan to Brush <br />in daylight last night, I am sure, you didn't <br />see any dry crops in that area or anything of <br />that kind. For the most part they are excep- <br />tionally good. Yet those crops were not raised <br />by water from either one of our reservoirs or <br />a proposed reservoir. They were raised, on <br />the most part, by the utilization of this <br />underground resource which we have and which, <br />if we can exploit it to the full, we can do <br />more than we are now doing in terms of land <br />and water. <br /> <br />I <br /> <br />In closing, I want to make mention that <br />in this go round on this controversey there <br />has been but very little said about this matter <br />but I want to also make mention of the fact <br />there are decrees and rights along the river <br />reaches that have not been referred to by the <br />Bureau of Reclamation, nothing said in the <br />recommendations to the Water Board, and are <br />certainly a part of this problem that is nOw <br />being asked for a resolving. We are asked not <br />to look a gift horse in the mouth, rather I <br />think we should guard against the entry of a <br />Trojan horse as far as all of we irrigators are <br />concerned. <br /> <br />Thank you." <br />
