I take exception to the statement that
the utility of either site is about the same
when, in the same paragraph 11,500 acre-reet
more use can be had from the Weld County site.
In time, 11,500 acre-feet at $50 per acre foot
is $575,000 annual value, in 50 years
$28,750,000.

I take exception to the paragraph rela-
tive to right-of-way costs as not being
factual. I have in my possession or have seen
letters sent out by the U. S. Bureau of,Recla-
mation, one dated 'August 29, 1963, Narrows
$5,020,000; Weld County $4,200,000. Another
dated September 13, 1963, Narrows $6,520,000;
weld $5,450,000. Reservoir area only, Narrows
$4,330,000; Weld $4,360,000; and at that time
they had land costs for the reservoir itself
higher than the Narrows site. Another dated
October 16, 1963, after the values were ques-
tioned, Narrows $6,068,000; Weld $3,830,000.
It would be helpful to have the true picture
presented with a criteria that is consistent.
The final value given is over $10 million for
Narrows.

I take exception not to the method used
but by the constants arbitrarily assigned to
the areas in which pumping failed to supplement
the ditch supplies. Along about 1963 they
published a list showing the ditch shortages
of the various ditches. It is ridiculous to
use a constant of 100 kilowatt hours per acre-
foot when 150 to 200 are required in an area,
and in turn use 75 when the true figure is 30
to 60 for another area. The information was
available in the U.S.G.S. water supply paper
No. 1378. A tabulation today on a true basis
would find the discrepancy much greater than
in 1948 when Water Supply No. 1378 was prepared.
