I have in my possession or have seen <br />letters sent out by the U. S. Bureau of,Recla- <br />mation, one dated 'August 29, 1963, Narrows <br />$5,020,000; Weld County $4,200,000. Another <br />dated September 13, 1963, Narrows $6,520,000; <br />weld $5,450,000. Reservoir area only, Narrows <br />$4,330,000; Weld $4,360,000; and at that time <br />they had land costs for the reservoir itself <br />higher than the Narrows site. Another dated <br />October 16, 1963, after the values were ques- <br />tioned, Narrows $6,068,000; Weld $3,830,000. <br />It would be helpful to have the true picture <br />presented with a criteria that is consistent. <br />The final value given is over $10 million for <br />Narrows. <br /> <br />I <br /> <br />I take exception not to the method used <br />but by the constants arbitrarily assigned to <br />the areas in which pumping failed to supplement <br />the ditch supplies. Along about 1963 they <br />published a list showing the ditch shortages <br />of the various ditches. It is ridiculous to <br />use a constant of 100 kilowatt hours per acre- <br />foot when 150 to 200 are required in an area, <br />and in turn use 75 when the true figure is 30 <br />to 60 for another area. The information was <br />available in the U.S.G.S. water supply paper <br />No. 1378. A tabulation today on a true basis <br />would find the discrepancy much greater than <br />in 1948 when Water Supply No. 1378 was prepared. <br />An examination of the error by the Bureau will <br />
