<br />I <br /> <br />I <br /> <br />Even assuming, however, that the Bureau <br />could be persuaded to build a dam at the weld <br />County site as designed by our consultants, <br />the cost differential is still excessive. <br /> <br />-" . 1. ~ '.: , . <br /> <br />Gentlemen, it is the conclusion of the <br />staff of this Board that to date the Bureau <br />of Reclamation has expended approximately <br />$1,500,000 on investigations on the Narrows <br />Project; that the State of Colorado has ex- <br />pended approximately $200,000 and that local <br />interests both for and against the project, <br />have expended significant but undetermined <br />sums. And I might add that not in the history <br />of the state of Colorado has any project been <br />studied so extensively or have so many thou- <br />sands of man hours been consumed on a study. <br />We have spent thousands and thousands of man <br />hours using the best technicians that are <br />available in the united States today on this <br />project. <br /> <br />We have also concluded that further site <br />selection investigations would be fruitless. <br />That the construction of the Narrows Project <br />would provide major economic benefits to the <br />people of the State of Colorado for genera- <br />tions to come. <br /> <br />And, finally, that if major reservoir <br />storage is constructed on the lower South <br />Platte River in the foreseeable future, it <br />will have to be constructed under reclamation <br />law at the Narrows site. <br /> <br />It is therefore the recommendation of the <br />staff that this Board immediately transmit <br />its official comments on the Narrows Unit of <br />the Missouri River Basin project to the Secre- <br />tary of the Interior, requesting that construc- <br />tion be initiated as speedily as possible on <br />the Narrows Unit of the Missouri River Basin <br />Project, with a dam to be constructed at the <br />Narrows site in substantial accordance with <br />plans contained in the site selection report <br />heretofore presented to this Board by Region <br />7 of the Bureau of Reclamation, with the <br />following additions: <br />
