Gentlemen, it is the conclusion of the staff of this Board that to date the Bureau of Reclamation has expended approximately $1,500,000 on investigations on the Narrows Project; that the State of Colorado has ex- pended approximately $200,000 and that local interests both for and against the project, have expended significant but undetermined sums. And I might add that not in the history of the state of Colorado has any project been studied so extensively or have so many thou- sands of man hours been consumed on a study. We have spent thousands and thousands of man hours using the best technicians that are available in the united States today on this project. We have also concluded that further site selection investigations would be fruitless. That the construction of the Narrows Project would provide major economic benefits to the people of the State of Colorado for genera- tions to come. And, finally, that if major reservoir storage is constructed on the lower South Platte River in the foreseeable future, it will have to be constructed under reclamation law at the Narrows site. It is therefore the recommendation of the staff that this Board immediately transmit its official comments on the Narrows Unit of the Missouri River Basin project to the Secre- tary of the Interior, requesting that construc- tion be initiated as speedily as possible on the Narrows Unit of the Missouri River Basin Project, with a dam to be constructed at the Narrows site in substantial accordance with plans contained in the site selection report heretofore presented to this Board by Region 7 of the Bureau of Reclamation, with the following additions:
