<br />in the area, it ~as impossible to secure an accurate measurement, but
<br />it was believed that such measurement ,ffiS substantiallv correct. This
<br />measurement shorred on April 18, a leakage of 2.75 c. f. ~., as compared
<br />with the measurement on August of last year of 7.15 c.f.s., amounting
<br />to a r~duction of 4.40 c.f.s. S~ch measurements apply to the leakage
<br />under the dikes at the reservoir north of Granby Dam. The Director
<br />stated the Bureau had reported that in recent grouting operations the
<br />drill holes had taken a larci8 amount of grout, indicating that cracks
<br />and spaces in the natural rock structure underlying the foundations
<br />of the dikes had been filled up. It was expected that the contractor
<br />would complete his grouting contract during the month .of June, 1952.

<br />Renewal of the contracts between the Colorado ITater Conservation Board
<br />and Jean S. Breitenstein, its Attorney, and between the Board and Royce J.
<br />Tipton, its Consulting Engineer, (Item 3 on the agenda), was next considered.

<br />The Director explained that since the expiration date of the contract
<br />Ylith Jean S. Breitenstein occurred between meetings of the Board, his office
<br />had contacted Board members to secure their individual arproval of renewal
<br />of this contract for a one year period. All members of the 0oard, he stated,
<br />had in writing a~nrovcd such contract rene~al and the contract had been
<br />execl:ted "~th the consent of the Atto~ey Gener~l anc with the approval of
<br />all st'lte officials re'luired in such cases. Ea::ever, the Director advised
<br />th'lt the approvQl by' the individual Board nen':>ers of the extension of the
<br />contract for the services of Jean S. Breitenstein, nade as hereinabove
<br />explQined, should be confi~ed by fornQl action of the Board.

<br />It ,-ras noved b;' John :3oaty and seconded by GeorGe A. lughe, that
<br />the execution of the contract betrreen the Colorado ,7ater Conservation
<br />Board and Jean S. Breitenstein for professional services as Attorney
<br />for the Board for the period fron January 9, 1952 to Jan~aIJ' 9, 1953
<br />at a salary of $6,000 a year, payable in twelve equal installments,
<br />heretofore approved in writing by individual n:embers of the Board, be,
<br />and the same is, hereby confirmed, and that the action of the Director
<br />in executinc such contract bo, and is, hereby approved.

<br />On vote being taken, the motion was unanimously carried and
<br />declared adopted.

<br />Thereupon, Director Stone announced that the contract for the services
<br />of Royce J. Tipton, as Consulting Engineer for the Board would expire on
<br />June 30, 1952, ~nd that contract renewal 'vas necessary fo~ the reriod from
<br />July 1, 1952 to June 30, 1953.
