In the absence of the Chairman, the meeting was called to order at
10:15 a.m. by George J. Bailey, Vice-Chairman.

The Vice-Chairman called attention to a motion, passed at the last
meeting of the Board (December 19 and 20, 1951), which required the
Director to report at the next meeting of the Board on the status of
leakage under the dikes at the Granby Reservoir. The making of such
report does not appear on the agenda. The Director reported as follovrs:

The last measurement of the leakage under the foundation of
the dikes surrounding Granby Reservoir was made by the Bureau of
Reclamation on April 18, 1952. Because of the snO\'r runoff condition
