Attached is a draft interstate cost sharing agreement. The agreement would help
solidify the various state contributions to the Upper Colorado and San Juan River
Recovery Programs,

If the agreement meets with your approval, you may want to seek the support of the
CWCB for the agreement when it meets on May 11 and 12 in Grand Junction,

If appropriate, I will then send the agreement to the various state representatives from
the programs in anticipation of the next Implementation Committee meeting in
Cheyenne in August. However, we would still need to have a separate discussion with
New Mexico, It is my understanding that Tom Pitts is working with New Mexico and
has asked us to wait to deliver this agreement to them until he notifies us,

Wyoming has already received the required statutory approval for its 10 percent share,
It will be appropriated in two equal amounts (the first half was approved this year), The
Utah legislature has also appropriated about $800,000 for recovery program purposes,
