SPARKS: <br /> <br />"Ben, it's good to be back and I want to <br />state briefly that I am occupying the position <br />as Director of Natural Resources under an in- <br />terim appointment which expires next year. <br />During the brief time that I have had back in <br />the state, the problems that have preoccupied <br />the Department of Natural Resources have been <br />primarily concerned with water. I've had an <br />opportunity to get into the operations of the <br />other departments of natural resources and I <br />find in many cases their problems are similar <br />to what the Water Board has and are inter- <br />related. <br /> <br />As we get into an explanation of the <br />budget I'll have a word on the coordination <br />I hope to see effected and how it becomes a <br />difficult matter for people to be working <br />towards the same objective at the same time. <br /> <br />I <br /> <br />Some of these other things which will be <br />covered under Mr. Kuiper's report are things <br />which involve a matter of a lot of cooperation <br />on the part of various agencies. Within the <br />next few months we hope to pull together what <br />we will call, for the lack of a better name <br />now, the Colorado Coordination Committee which <br />will involve both state and federal agencies. <br />Still today there is a hopeless lack, in many <br />case~ of coordination among our state agen- <br />cies, among the federal agencies themselves, <br />and between the federal and state agencies. <br />As an example, we find in many cases, well, in <br />one case specifically, we found that the Bureau <br />of Reclamation had estimated that the cost of <br />mapping the Yellow Jacket Project would cost <br />
