I would hate to make any permanent comment
on your association with this Board except
that we are delighted to have you back con-
tinually and if you have any remarks you'd
like to make at this time we'd certainly
appreciate them, Larry. It's good to have
you back on a permanent basis in Colorado in
any event."

MR. SPARKS:

"Ben, it's good to be back and I want to
state briefly that I am occupying the position
as Director of Natural Resources under an in-
terim appointment which expires next year.
During the brief time that I have had back in
the state, the problems that have preoccupied
the Department of Natural Resources have been
primarily concerned with water. I've had an
opportunity to get into the operations of the
other departments of natural resources and I
find in many cases their problems are similar
to what the Water Board has and are inter-
related.

As we get into an explanation of the
budget I'll have a word on the coordination
I hope to see effected and how it becomes a
difficult matter for people to be working
towards the same objective at the same time.

Some of these other things which will be
covered under Mr. Kuiper's report are things
which involve a matter of a lot of cooperation
on the part of various agencies. Within the
next few months we hope to pull together what
we will call, for the lack of a better name
now, the Colorado Coordination Committee which
will involve both state and federal agencies.
Still today there is a hopeless lack, in many
case~ of coordination among our state agen-
cies, among the federal agencies themselves,
and between the federal and state agencies.
As an example, we find in many cases, well, in
one case specifically, we found that the Bureau
of Reclamation had estimated that the cost of
mapping the Yellow Jacket Project would cost
