<br />. <br /> <br />. <br /> <br />. <br /> <br />, <br />. <br /> <br />near future, Any issues that may arise during the continuing technical review will be fully discussed and <br />resolved, with the Town's approval, prior to CWCB staff transmitting a signed floodplain resolution. <br />Staff fmdings: The subject approximate floodplain mapping report for the Town of Fraser depicts new <br />floodplain delineations for portions of the Fraser River, Leland Creek, Elk Creek, and St. Louis Creek. <br />The new information was developed by CWCB staff in cooperation with staff from the Town of Fraser <br />and coordination with engineers from the consulting firm that prepared the above mentioned LOMR. <br />CWCB staff has ensured that all new data developed for Fraser is in conformance with the CWCB' s rules <br />and regulations for floodplain designation and approval. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approve the 100-year <br />approximate floodplain information contained in said report within the Town of Fraser, and 2) authorize <br />staff to prepare a floodplain resolution to be signed by the Director and transmitted to the Town of Fraser <br />and to FEMA. This action is recommended in order to meet statutory requirements. <br /> <br />2) Consent Al!enda Item 3 <br />Floodplain Resolution Number: FPR 02-566 <br />Affected Community: Elbert County <br />Name of study to be formally acted on: ''Floodplain Information Report, Elbert County, Colorado, <br />dated July 2000- prepared by the Colorado Water Conservation Board. <br />Studied Streams: The Floodplain Delineation Study contains approximate studies for various streams <br />within Elbert County, including major tributaries to the South Platte River such as Kiowa Creek and <br />Bijou Creek. <br />Technical Issues: The subject report for Elbert County was prepared by the. CWCB to provide <br />docwnentation for the approximate 100-year floodplain boundaries that were originally developed by <br />the U.S. Geological Survey in 1981. The CWCB report provides a user friendly format of the <br />information and maps published by the USGS, and includes a description of how this information can <br />be used by the county to implement their floodplain regulations. <br />Hydrology for the 100-year peak flows at most of the studied streams was computed using <br />methods presented in the "Manual for Estimating Flood Characteristics of Natural-Flow Streams in <br />Colorado" by McCain and Jarrett (1976). That hydrology was checked against other methods and other <br />published values for reasonableness. Channel cross-sections were field surveyed at select locations on <br />the studied streams in order to better estimate lOO-year floodplain limits. A USGS computer model, <br />E431, was used to calculate hydraulic properties of the stream at each surveyed cross-section. <br />Community response: The CWCB staff originally contacted Elbert County staff via telephone during <br />Spring of 2000 as notification of the proposed designation action for the subject Floodplain Information <br />Report. The County was receptive to the proposed action and requested that. CWCB staff present the <br />floodplain designation program to the Board of County Commissioners during a regularly scheduled <br />Commissioners meeting. Then, on July 17, 2000 there was a storm event in western Elbert County that <br />was centered about 3 to 4 miles north of the town of Elizabeth. The storm caused flooding along several <br />tributaries to Running Creek (Boxelder Creek). CWCB staff postponed the previously scheduled meeting <br />with the County in order to docwnent the flood event and technically assess the floodplain information in <br />the subject report. The CWCB at this time is now prepared to present the subject report for Elbert County <br />for designation and approval. <br />The County has not yet transmitted a letter to the CWCB requesting formal Board action on their <br />floodplain information, however CWCB staff has made successful telephone contact with the County and <br />will meet with staff and elected officials to fully discuss the County's flood hazards and the CWCB's <br />Floodplain Designation Program. The CWCB's consultant will also be performing additional reviews of <br />the floodplain information to assess the technical reasonableness of the subject floodplain study.
